Relationship between California Law and California Code of Regulations.

Where can I find information about this? here are the links to each: http://leginfo.legislature.ca.gov/faces/codes.xhtml https://govt.westlaw.com/calregs/Index?transitionType=Default&contextData=(sc.Default) Thank you for your help.
